David Douthitt is apparently one of the world’s worst neighbors. He’s in a fight with the City of Sarasota over his plans to open up a hair salon with a bikini-clad staff that the City won’t give him permits for. So to fight back, he’s been posing mannequins in the front window of the house, sometimes nude, other times in sexual positions.
